UT-Austin Fuels the Energy Capital of the World | JSG News

Leading energy faculty at The University of Texas at Austin shared an update on the innovative research and programs taking place on the Forty Acres during the first-ever UT Energy Summit in Houston.

The event, held at Latham & Watkins LLP on April 18, showcased how faculty and staff from UT?s engineering, business and geology schools are working together on various energy-related projects. This interdisciplinary approach helps ensure a 360-degree understanding of the nation?s energy resources, as well as how energy impacts society. The event?s moderator, Marshall Adkins, director of energy research at Raymond James and Associates, hosted the three-person panel including:

  • Tad Patzek ? Chair of Petroleum and Geosystems Engineering (PGE) Department in the Cockrell School
  • Scott Tinker ? Director of the Bureau of Economic Geology and the Advanced Energy Consortium in the Jackson School
  • John Butler ? Associate Director of UT Energy Management and Innovation Center in the McCombs School

Patzek and Tinker are currently collaborating on three research projects, including an Alfred P. Sloan Foundation energy project. The extensive study, recently released, indicates natural gas production in the United States will accelerate over the next three decades, increasing the country?s energy independence, a high priority item in Washington D.C.

During the event, Patzek also shared the details of UT PGE?s one-of-a-kind drilling and completions lab, set to open in late spring, made possible through the support of Baker Hughes. The lab?s state-of-the-art technology will allow students the opportunity to access, analyze and make decisions on real-time field data. The new technology, particularly the drilling simulator, will create a world-class program benefiting current and future students.

?We are growing not only as the preeminent petroleum engineering department, but also the premier energy university, with UT?s diverse research portfolio,? Patzek said.

The deans from all three schools, Gregory L. Fenves (Cockrell School), Sharon Mosher (Jackson School), and Thomas W. Gilligan (McCombs School), as well as Thomas Edgar, the interim director of the Energy Institute, attended the event and contributed to the moderator/panel discussion.

The UT Energy Summit is expected to become an annual event, building the partnership between two great Texas cities ? Austin and Houston.

China cozies up to Iceland in race for Arctic resources

China has been paying a lot of attention to Iceland, a country with a population 5,000 times smaller than its own, as an effort to stretch its influence into the Arctic Sea.

It is clear why Iceland is interested in China: the Arctic nation?s prime minister is currently in Beijing to sign a free trade agreement that will boost Icelandic fish exports more than somewhat. But why is China so interested in Iceland?

Perhaps because the Arctic is shaping up to be one of the world?s future hotspots, as the melting icecap reveals a potential treasure trove of natural resources and clears new shipping routes.

?China has an interest in the region and it wants to be part of the Arctic game,? says Geir Flikke, an expert in Arctic security issues at the University of Oslo.

Chinese officials, though, are more evasive. Asked about Beijing?s embassy in Reykjavik ? a hulking granite block that can house more staff members than work in Iceland?s entire foreign ministry ? the Chinese Foreign Ministry would say only that it had dispatched ?the necessary and proper number of diplomats? to foster bilateral ties.

In fact, say Chinese Arctic experts and foreign observers, the attention that Beijing is paying to a minnow state with a population 5,000 times smaller than its own is all part of China?s bid to stretch its influence into the Arctic as part of a global vision.

?China sees itself as a 21st?century power and it wants a seat at the table,? says Malte Humpert, founder of the Arctic Institute, a think tank in Washington. ?They are seeing where there is potential ? and developing their geo-strategic position.?

China: a 'near arctic nation?'

The Chinese government has no declared Arctic policy, but it has taken to calling China a ?near-Arctic nation? despite being about 1,000 miles away from the Arctic Circle at its nearest point. Beijing sent its only icebreaker, the Snow Dragon, on its first trans-polar voyage last year, and China is hoping to be accepted as a permanent observer at the eight-nation Arctic Council next month.?

Behind all this is climate change. As global warming shrinks the polar ice, resources such as rare earths, iron ore, oil, and gas are becoming more accessible. At the same time, a northern sea route is opening up that is ice-free during the summer months, which could cut 30 percent off China?s shipping costs to Europe.

Just 46 vessels, including the Snow Dragon, made the trans-Arctic passage last year, mostly LNG tankers and iron-ore transports accompanied by Russian icebreakers. But by the middle of this century, some experts predict, ordinary ships with ice-strengthened hulls will be able to pass directly over the North Pole for several months a year.

That route would cut a third off the current sea journey between Shanghai and Hamburg, points out Zhang Yao, director of the Ocean and Polar Research Center at the Shanghai Institutes for International Studies. Europe is now China?s biggest trade partner and ?we believe the Arctic route could play a very important role in China?s trade, taking a significant proportion of it,? Dr. Zhang says.

If that were to happen, says Professor Flikke, Iceland would be attractive as a transport hub, though Icelanders themselves seem a little nervous about that prospect. When a Chinese billionaire tried to buy a swathe of gale-swept coastline in 2011, claiming he planned to build a resort and golf course there, the government rebuffed him amid public fears he was a stalking horse in Beijing?s search for deep water ports.

The Arctic route would serve another Chinese strategic purpose, though. Currently, 80 percent of Beijing?s oil imports are shipped through the narrow and pirate-ridden Malacca Straits?(see map)???which lie between Malaysia and Indonesia ? a security nightmare in time of crisis. As China seeks to diversify its energy sources, and buy more from Russia, shipping such fuel around the top of the world would be an attractive prospect.

Resources as the world warms up

But shipping is not all there is to it, says Mei Xinyu, a researcher at a think tank linked to the Chinese Ministry of Commerce. China ?cannot afford to ignore the potential resources that it will become possible to exploit as the world warms up,? he argues.

Thirty percent of the world?s untapped gas and 13 percent of its undiscovered oil lie within the Arctic, according to US Geological Survey estimates. Greenland, a dependency of Denmark, is thought to have the largest deposits of rare earths outside China, along with major iron ore reserves.

A British company is hoping to win Greenland?s approval this year for an iron-ore mine that would supply 15 million tons a year of ore to China, and employ up to 3,000 Chinese miners. But the government that took office earlier this month in Nuuk is wary of such an influx into a territory whose population is only 57,000. ?The coalition emphasizes that foreign labor should be minimized,? the new ruling parties declared.

China appears to have been quite successful in calming local reservations about its regional intentions; most of the smaller Arctic nations say they support Beijing?s bid for permanent observer status at the Arctic Council although Canada or the United States might veto the attempt at a summit next month in Tromso, Norway.

That would be a blow to Chinese ambitions, says Mr. Mei. ?China would like to take part in making the rules that will govern sea routes, resource exploitation and scientific polar research,? he explains. ?If China is not a permanent observer? at the Arctic Council, which has made itself the forum for such policy decisions, ?we will have to accept policies set by others that may not take China?s interests into account.??

Egypt to try Brotherhood members on torture charge

CAIRO (AP) ? Two Muslim Brotherhood officials in the northern Egyptian city of Damanhour have been ordered to stand trial for allegedly kidnapping and torturing three men at the group's headquarters there, according to the city prosecutor's office.

A lawyer for the three alleged victims, Mohammed Bahnasy, confirmed the referral on Sunday and said a date for the trial could be announced later this week. The referral was made on Saturday, but the two Brotherhood officials have not yet been detained, he said.

The accusations against the two ? Mustafa el-Khouli and Mohammed Abdel-Radi ? stem from November protests that swept much of the country, including Damanhour in the Nile Delta. The protests followed President Mohammed Morsi's decrees, which have since been rescinded, giving himself near absolute powers.

Morsi, who took office in June as Egypt's first freely elected president, is a longtime Brotherhood leader.

Officials at the Damanhour's prosecutor office spoke Sunday on condition of anonymity because they were not authorized to speak to the media.

Brotherhood spokesman Ahmed Aref said he had heard reports of the referral but could not confirm it. A spokesman for the group in Damanhour, Farid Sayed Mahmoud, referred inquiries about the case to the Brotherhood's chief lawyer, Abdel-Monaim Abdel-Maqsoud, whose cellular telephone was switched off.

Bahnasy said two of the three men allegedly kidnapped and tortured were 17 and 19. The third was 21. He said the three were detained separately for up to five hours during clashes between supporters and opponents of Morsi at Damanhour's main el-Saaah, or the clock tower, square on Nov. 24.

The referral followed a two-day sit-in by the three and their supporters outside the city's prosecution office to protest against what they perceived as stalling over referring the case to trial.

The opposition accuses Morsi supporters of setting up detention centers on Dec. 5 outside the presidential palace in Cairo, where they tortured protesters during daylong clashes in the area. The Brotherhood says at least 10 of its supporters were killed that day, but the opposition disputes the figure.

On March 22, the two sides clashed outside the Brotherhood's national headquarters in an eastern Cairo district. Both sides, according to witnesses, detained and beat members of the rival side.

Morsi blames thugs for the political violence that has swept Egypt for much of the two years since the ouster of autocrat Hosni Mubarak in a popular uprising. He also accuses the opposition of providing political cover for the violence. The opposition, mostly liberal and secular, maintains that it does not condone violence.

Poland unveils giant statue of John Paul II

CZESTOCHOWA, Poland (AP) ? A giant statue of the late Pope John Paul II billed as the world's tallest has been unveiled in southern Poland.

Archbishop Waclaw Depo unveiled the statue of the Polish pontiff Saturday in the southern city of Czestochowa, the home of this predominantly Catholic nation's most famous pilgrimage site, the Jasna Gora monastery.

The white fiberglass figure rises about five stories, or nearly 14 meters (more than 45 feet), on a hill overlooking the city.

It was funded by a businessman, Leszek Lyson, in gratitude for what he believes was an intervention by the late pontiff in saving his drowning son.

John Paul, who led the Roman Catholic church for 27 years before dying in 2005, remains a respected figure in his homeland.

U.S., China agree on N. Korea nuke issue

BEIJING (Reuters) - The United States said on Saturday that China had agreed to help rid North Korea of its nuclear capability by peaceful means, but Beijing made no specific commitment in public to pressure its long-time ally to change its ways.

U.S. Secretary of State John Kerry met China's top leaders in a bid to persuade them to push reclusive North Korea, whose main diplomatic supporter is Beijing, to scale back its belligerence and, eventually, return to nuclear talks.

Visiting Beijing for the first time as secretary of state, Kerry has made no secret of his desire to see China take a more active stance towards North Korea, which in recent weeks has threatened nuclear war against the United States and South Korea.

Kerry and China's top diplomat, State Councillor Yang Jiechi, said both countries supported the goal of denuclearizing the Korean peninsula.

"We are able, the United States and China, to underscore our joint commitment to the denuclearization of the Korean peninsula in a peaceful manner," Kerry told reporters, sitting next to Yang at a state guesthouse in western Beijing.

But North Korea has repeatedly said it will not abandon nuclear weapons which it described on Friday as its "treasured" guarantor of security.

Yang said China's stance on maintaining peace and stability on the peninsula was clear and consistent, repeating phrasing used by the Foreign Ministry since the crisis began.

"We maintain that the issue should be handled and resolved peacefully through dialogue and consultation. To properly address the Korea nuclear issue serves the common interests of all parties. It is also the shared responsibility of all parties," he said, speaking through an interpreter.

"China will work with other relevant parties, including the United States, to play a constructive role in promoting the six-party talks and balanced implementation of the goals set out in the September 19 joint statement of 2005."

The United States and its allies believe the North violated the 2005 aid-for-denuclearization deal by conducting a nuclear test in 2006 and pursuing a uranium enrichment program that would give it a second path to a nuclear weapon in addition to its plutonium-based program.

Six-party aid-for-disarmament talks, involving the two Koreas, the United States, Japan, Russia and host China, collapsed in 2008 when the North walked away from the deal.

Kerry declined to comment on what specifically China may do to push for a peaceful solution on North Korea, saying only that they had discussed all possibilities.

At a news conference in Seoul on Friday and in a U.S.-South Korean joint statement issued on Saturday, Kerry signaled the U.S. preference for diplomacy, but stressed North Korea must take "meaningful" steps on denuclearization.

"We don't want to get into a threat for threat or ... some kind of confrontational language here. There's been enough of that," Kerry said in Beijing.

If North Korea got rid of its nuclear capabilities, then the United States would have no reason to maintain recently deployed defensive capabilities - such as a missile defense system sent to Guam - he said.

"Now, obviously, if the threat disappears, i.e. North Korea denuclearizes, the same imperative does not exist at that point in time for us to have to have that kind of robust, forward leaning posture of defense."

The Pentagon has in recent weeks responded to the North Korean threats by announcing plans to position two Aegis guided-missile destroyers in the western Pacific and a Terminal High Altitude Area Defense (THAAD) missile defense system to Guam.

'CONSTRUCTIVE' TALKS

As the North's main trading partner, financial backer and the closest thing it has to a diplomatic ally, China had a unique ability to use its leverage against the impoverished, isolated state, Kerry said in Seoul before leaving for Beijing.

China, which sided with North Korea in the 1950-53 civil war against the U.S.-backed South, has always been reluctant to apply pressure on Pyongyang, fearing instability if the North were to implode and send floods of refugees into China.

It has also looked askance at U.S. military drills in South Korea.

China's Xinhua news agency said in a commentary that Washington had itself been "fanning the flames" on the Korean peninsula with its shows of force.

"It keeps sending more fighters, bombers and missile-defense ships to the waters of East Asia and carrying out massive military drills with Asian allies in a dramatic display of preemptive power," it said.

Chinese state television quoted Premier Li Keqiang as telling Kerry that rising tensions on the Korean peninsula were in nobody's interests, in apparent reference to both Washington and Pyongyang to dial down the war of words.

"All sides must bear responsibility for maintaining regional peace and stability and be responsible for the consequences," the television report paraphrased Li as saying.

"Disturbances and provocation on the peninsula and regionally will harm the interests of all sides, which is like lifting a rock only to drop it on one's feet."

Still, U.S. officials believe China's rhetoric on North Korea has begun to shift, pointing to a recent speech by China's Xi in which - without referring explicitly to Pyongyang - he said no country "should be allowed to throw a region and even the whole world into chaos for selfish gain".

Kerry's Asia trip, which includes a stop in Tokyo on Sunday before flying home on Monday, takes place after weeks of shrill North Korean threats of war since the imposition of new U.N. sanctions in response to its third nuclear test in February.

North Korean television made no mention of Kerry's visit and devoted most of its reports to preparations for celebrations on Monday marking the birth date of state founder Kim Il-Sung.

But Rodong Sinmun, the ruling Workers' Party's newspaper, issued a fresh denunciation of joint U.S.-South Korean military exercises, saying: "If the enemies dare provoke (North Korea) while going reckless, it will immediately blow them up with an annihilating strike with the use of powerful nuclear means."

South Korea's Yonhap news agency, quoting a government source, said North Korea had not moved any of its mobile missile launchers for the past two days after media reports that as many as five missiles had been moved into place on the country's east coast. It said this suggested no launches were imminent.

SAN DIEGO (AP) ? Padres slugger Carlos Quentin was suspended eight games Friday and Los Angeles Dodgers infielder Jerry Hairston Jr. one by Major League Baseball for their roles in a brawl Thursday night.

Quentin rushed the mound after he was hit in the upper left arm by a pitch from Zack Greinke. The two players lowered their shoulders and Quentin slammed into Greinke, who broke his left collarbone in the wild fight that ensued.

Hairston nearly incited a second melee when he ran across the field yelling and gesturing at someone in the Padres' dugout.

Quentin and Hairston both played Friday night, pending appeal by the players' association.

Quentin also was fined $3,000. Hairston was fined, too, but the amount wasn't immediately known.

No discipline was announced for Greinke or Matt Kemp, both ejected along with Quentin and Hairston.

Quentin was gone by the time the clubhouse was opened to reporters following San Diego's 7-5 loss Friday night to the Colorado Rockies, which dropped the Padres to 2-8.

"We expected the worst and hoped for the best," manager Bud Black said. "We know it varies from case to case. I think eight was on the high side."

MLB is believed to be investigating Kemp's confrontation with Quentin as the players were leaving Petco Park after the game. The two went nose-to-nose before Padres pitcher Clayton Richard got between them. Police and security moved in and broke it up.

Greinke is scheduled to have surgery Saturday and is expected to miss eight weeks.

Dr. Kelly Swanson, a professor of animal and nutritional sciences at the University?of Illinois at?Urbana-Champaign?just published an article on the topic of?pet obesity?in the Journal of Animal Science. His research is designed to explore how foods alter gene expression in our pets, a field called?nutrigenomics. He thinks that domestication (reducing the need for animals to hunt or compete for food) may contribute to the rise in pet obesity.?Since domesticated animals also spend less time and energy trying?to reproduce, thanks to spaying and neutering, they do not require as much energy in their diets. The excess energy they consume, therefore, is converted into fat.

Being overweight is not just a problem for humans. Reportedly over 50% of dogs and cats are overweight or obese in the United States. Similar to humans, overweight and obesity in pets causes chronic diseases that can decrease a pet?s lifetime. It also makes it more difficult for them to fit through the pet door.

Americans are worried about global warming again

Americans are becoming more concerned about the reality of global warming, according to a new Gallup poll, though they're still not as worried about climate change as they have been in earlier years. ?

Fifty-eight percent of Americans say they worry a great deal or fair amount about global warming, up from 51 percent in 2011, but well below the 72 percent who said the same in 2000, according to Gallup.

The belief that people are contributing to the problem is also back on the rise, the survey found, with 57 percent of Americans saying global warming is caused by human activities, down from the high of 61 percent in 2007, but up from 50 percent in 2010.

A majority (54 percent) believes the effects of climate change are already taking hold, up from a recent low of 49 percent in 2011. And they're less cynical about the portrayal of global warming in the news. In 2010, 48 percent of Americans believed news about global warming was exaggerated, whereas 41 percent said the same this year. That's still higher than the long-term average of 36 percent, according to Gallup.

This year's survey found that 62 percent of Americans now believe scientists agree global warming is occurring. In 2008, 65 percent said the same, but that figure dropped to 52 percent in 2010. (In reality, most scientists agree the planet is warming and humans are the culprits.)

Why all the flip-flopping? ?Gallup pollsters suspect peaks in Americans' concern about global warming (the late 1980s, the late 1990s, 2006-2008) might correspond with effective campaigning to raise awareness about the issue, such as the release of Al Gore's 2006 documentary "An Inconvenient Truth." Meanwhile, efforts by so-called global warming skeptics to sow doubt about climate change (recall the leaked "Climategate" emails of 2009) may have swayed public opinion at other times, particularly in the past few years.

After the 1997 Kyoto Protocol set targets for countries to reduce their greenhouse gas emissions, the issue has become quite polarizing along political lines. Those with conservative views tend to be more skeptical about climate change.

A recent study presented in December at the annual meeting of the American Geophysical Union found that conservatives are more likely to accept that humans are altering the climate when they're told that most scientists agree on the subject, rather than when they're presented with supporting scientific evidence.

The Gallup poll was based on telephone interviews conducted March 7-10, with a random sample of 1,022 adults, living in all 50 U.S. states and the District of Columbia. The polling agency estimated that the margin of error for the poll was 4 percentage points. The full results can be found on the Gallup website.

Japanese Finance Ministry Warns Surge In JGB Volatility May Lead ...

If Friday's session is any indication of what to expect in a few minutes when JGB trading resumes, we are about to have a doozy of a session on our hands (especially with Interactive Brokers already announcing all intraday margins on all Japanese products for Monday trading have been lifted). As a reminder, the 10Y JGB suffered only its second most volatile trading day ever this past Friday when the yield plunged by half (!) to 0.30%, then doubled in a matter of minutes to 0.60% - a 13 sigma move - and the bond trading session was interrupted by two trading halts when it seemed for a minute that the BOJ may lose all control of the bond market. Well, judging by the absolutely ridiculous moves in the USDJPY as of this moment, with the pair soaring 70 pips in a matter of seconds, we are about to have precisely the kind of insanely volatile session that the Japanese Finance Ministry itself warned may lead to a wholesale selloff in JGBs, offsetting even the New Normal Mrs Watanabe kneejerk which is to merely frontrun the BOJ in buying JGBs. Why? Because with implied vol exploding, VaR-driven models will tell banks to just dump bonds as they have become too volatile to hold on their books. The problem is that with trillions and trillions of JGBs held by banks, insurance companies and pension firms, there just not may be anyone out there to buy them.

This is from the October 26, 2012 minutes of the Meeting of JGB market special participants, just as the insanity known as Abenomics was being first revealed to the world.

Another thing to be noted here is the fact that as a risk management method, many domestic financial institutions adopt the VaR approach, which is designed to calculate the amount at risk on the basis of volatility. Under the present circumstances, we can determine the amount at risk to be small because of not great volatility. But if the volatility moves up or down in the order of 0.5% to 1.5%, it will increase the amount at risk, forcing domestic financial institutions to reduce their JGB holdings.

0.5% or 1.5%? Try ten times that. The chart below shows the implied vol of the 10Y JGB in recent days. If any financial institution still adhering to a VaR approach hasn't puked its bond holdings, it will shortly.

Perhaps it is not, then surprising, that the one rhetorical question the MOF had was the following:

Here, we have one question. What will happen to interest rates payable on 15-Year Floating-Rate Bonds or Nonmarketable JGBs for Retail Investors in case the 10-Year Bond auctions are suspended?

Yes, what will happen if the BOJ has managed to literally break the bond market?

Away from the dramtic shifts in JGBs, the last 3 days have seen the 2nd largest weakening in JPY in 25 years...

?

...and most notably the relationship between JPY (as a funding currency for every and any risk trade around the world) has experienced a rather interesting transition change in the last month...

Green Oval = Normal: JPY weakness funds FX carry to buy stocks and thus bond yields rise.

Orange Oval = Transition: unwinding of those trades led to JPY strength...

Red = New correlation: the BoJ drops the shock-and-awe hand grenade and confirms JPY investors' concerns that their wealth is being destroyed - the Treasury buying begins and stocks get sold.

...or perhaps the 'strength' in JPY relative to EUR in recent weeks (the ultimate JPY carry trade) is now being squeezed back to reconnect with the US equity market

Perhaps the post-Lehman decoupling between USDJPY and the long-end of the JGB curve is back... which means JGBs imply 110 USDJPY is coming. Interestingly the collapse in the JGB curve took it back to the same time when USDJPY was here last - mid 2009...

It may be the weekend for the ?Final Four? in the NCAA basketball championship. But for political junkies out there, the ?Sweet Sixteen? already has been whittled down to the two major party candidates in the 2016 presidential race: Hillary Rodham Clinton and Marco Rubio.

Even the nay-sayers kept Clinton?s name in the news. ?Hillary Clinton, a mistake for 2016? (CNN). ?Hopefully the Worst Column Anyone Will Write About Hillary Clinton During This Slow News Week? (Slate again).

Part of the buzz no doubt is tied to the (not surprising) news that she has another book deal with Simon & Schuster ? a memoir about her years in the Obama administration.

Financial terms have not been disclosed, the Associated Press reports. Clinton reportedly received $8 million for her 2003 memoir, "Living History," also published by Simon & Schuster. This new book is untitled so far, but it?s scheduled to come out in June 2014 ? right in the middle of the mid-term elections campaign.

Meanwhile, a ?Ready for Hillary? political action committee has formed up.

?It?s a shadow campaign set up at least two years before Clinton will actually decide whether or not to run for president,? reports Slate?s David Wegel. ?It?ll raise money, sell merchandise, and build lists until the actual Clinton campaign bursts to life. And then it will change its name to ?Ready PAC,? raise money, sell merchandise, and build lists, etc.?

In the first game, scheduled to tip off just after 6 p.m. Eastern time, Louisville, the tournament's overall No. 1 seed out of the Midwest region, will meet Wichita State, a ninth seed and upstart champions of the West region.

This weekend, the 'Wheat' Shockers make their second trip to the Final Four. The last time Wichita State reached the national semifinals was 1965, when they lost to the repeating national champion UCLA Bruins.

Ironically, back in 1965, Wichita State and Louisville were both members of the Missouri Valley Conference. The Cardinals left in 1975 to join what was then called the Metro Conference and has since morphed into Conference USA.

Wichita State defeated second seed Ohio State last weekend in Los Angeles, behind the outstanding play of Regional MVP Malcolm Armstead and Cleanthony Early. Carl Hall and Tekele Cotton also have made important contributions throughout the Shockers' season.

Louisville overcame the emotionally draining injury to backup guard Kevin Ware to prevail over second seed Duke in the Midwest Region final last Sunday. Paced by the terrific play of guards Peyton Siva and Russ Smith, the Cardinals are hoping to capture the school's third national championship.

The big question in the first national semifinal: What can the Shockers do to solve the Cardinals' full-court pressure and fast-breaking offense?

Microsoft launches Apprentice of the Year competition

Microsoft has launched its 2013 Apprentice of the Year competition, as part of its commitment to help 300,000 British 16-24 year olds into work over the next three years through its Get On programme.

The Apprentice of the Year competition is open to anyone on a Microsoft-backed apprenticeship in the UK. The award also recognises the support provided by Microsoft's partner network of small and medium sized IT businesses and training providers QA, Firebrand, Baltic and Remit, who help deliver the apprenticeship schemes.

The deadline for applications is the 10 May and the Apprentice and Apprenticeship Provider of the Year awards will be announced at a parliamentary reception in June.

Hugh Milward, Microsoft director of corporate affairs, said: "Over 90 percent of Microsoft apprentices stay with our partner businesses where they started their apprenticeship, moving into a fully qualified role, and the Apprentice of the Year Award recognises their hard work and achievements so far."

As part of the Get On campaign Microsoft has committed to creating 4,000 apprenticeships over the next three years.

Last year's Apprentice of the Year winner was David Robertson, of Crawley-based Cloud9 Insight. Robertson said: "Through my apprenticeship I have developed the IT skills that will help me succeed in my career and I'm now working as a support consultant at Cloud9, which has completely changed my life."

Fisker Automotive Lays Off 75 Percent of Employees, Mulling ...

Fisker Automotive announced Friday that it is cutting about 75 percent of its workforce in an attempt to drastically cut costs and hopefully save the company from bankruptcy. In an official statement, Fisker described the action as ?a necessary step in our efforts to maximize the value of Fisker?s core assets.? ?In a Friday morning meeting, roughly 160 employees were told they were being terminated, while 53 senior managers and executives were asked to stay on to try and find buyers for the company?s assets.

Fisker Automotive, based in Anaheim, CA,?not too far our own offices, started off well raising $1.2 billion from investors and securing $529 million in U.S. Government loans.? All that good fortune started turning once the car company missed its quota, set by the U.S. Department of Energy.? The DOE then froze the remainder of the loan (Fisker had used $193 million prior to that point). Talks between Fisker and DOE have not resulted in any renegotiated loan terms. Fisker has had a hard time recently bringing in any money, they havent produced any vehicles since July and add to that pain the 300 Fisker Karmas, valued at $100,000 each, damaged by Hurricane Sandy.

Earlier this week, Fisker settled a claim with battery maker A123 Systems Inc. for $15 million, on a bill that was once worth $140 million. Cash flow seems to be bit of an issue with about $30 million in the bank, minus $15 million going to A123, and another $10 million loan due to the U.S. DOE on April 22, Fisker is draining cash very quickly.

While Fisker prefers to find strategic investors to inject funds into the company, they are pursuing other options, including selling off intellectual property and possibly pursuing bankruptcy measures.

Fisker currently is not fairing well, and has certainly fallen from its heyday in just a couple of years. While Fisker?s future may seem a bit troubling, plug-in vehicles have never been more popular. Plug-in hybrids and pure electric vehicles are more prevalent on our roads and we owe thanks to pioneers like Fisker for making the push for vehicles to innovate beyond conventional combustion engines.?

Facebook Home coming to Android tablets in coming months

During today's Facebook event, it was mentioned that though tablets wouldn't be supported at Home's launch, they would be available in the coming months. 

For those unfamiliar, Facebook Home is a collection of Android apps that integrate deeply into the OS, though it's not an operating system of its own. 

What do you guys think of Home? The emphasis on Facebook pictures seems like the experience will lend itself well to tablets.

U.N. observers failing mandate to track Hezbollah arms: Israel

TEL AVIV (Reuters) - U.N. peacekeepers in southern Lebanon have failed to report on Hezbollah guerrilla armaments as required, a senior Israeli official said on Thursday, arguing that Israel could not rely on foreign intervention for its security.

The remarks underscored the conservative strategies of Prime Minister Benjamin Netanyahu as instability rocks Israel's neighbors and world powers urge it to roll back its West Bank occupation to make way for Palestinian state.

"Under pressure, a multi-national force is like an umbrella that gets folded up on a rainy day," Yaakov Amidror, Netanyahu's national security adviser, said in a Tel Aviv University speech.

Iranian- and Syrian-backed Hezbollah, Amidror said, has been building its arsenal despite the 35-year presence of the United Nations Interim Force in Lebanon (UNIFIL) in its heartland.

"Has Hezbollah avoided bringing any kind of rocket, missile or other arms into southern Lebanon because UNIFIL is there?" he said. Israel believes Hezbollah has amassed 60,000 rockets, including 5,000 with heavy warheads capable of hitting Tel Aviv.

"Under their (UNIFIL) mandate, they cannot stop Hezbollah and confiscate its arms, but they can write a report. There has been no UNIFIL report about any weapon of any Hezbollah person since UNIFIL has existed," Amidror said.

As part of the U.N. ceasefire that ended Israel's inconclusive 2006 war with Hezbollah, UNIFIL's mandate was enhanced to include "assisting" the Lebanese army with keeping guerrilla "personnel, assets and weapons" out of south Lebanon.

UNIFIL spokesman Andrea Tenenti said that since 2006, the U.N. peacekeepers had "not witnessed the entry of any illegal weapons into the UNIFIL area of operations in south Lebanon".

While the border is largely quiet, Israel fears Hezbollah could pound it with rockets in retaliation should it carry out long-threatened strikes on Iran's nuclear sites.

Israel also worries that Hezbollah could obtain advanced weapons, including chemical munitions, from Syria. But the militia has said its current capabilities are sufficient.

In their own breach of the 2006 truce, the Israelis have regularly sent warplanes on surveillance flights over Lebanon.

Israel withdrew from south Lebanon in 2000 after 22 years of occupation, and from the Gaza Strip in 2005 after 38 years of occupation. Armed threats from Hezbollah in the former, and Palestinian Hamas Islamists in the latter, have been cited by Netanyahu as justifying his reluctance to give up the West Bank.

Palestinian President Mahmoud Abbas, the Hamas rival who governs in the West Bank, has accused Israel of sabotaging diplomacy by peppering the territory with Jewish settlements and holding up funds for his U.S.-backed administration.

The Israelis question Abbas's ability to govern long-term.

"If there aren't the appropriate security arrangements, it would be better for Israel to go without an accord (with the Palestinians) than to have an accord that will endanger its security and could bring about a situation in which in the next war, Israel will lose," Amidror said.

(AP) ? Mike Rice may have been fired as the Rutgers men's basketball coach after a video surfaced showing him shoving players and berating them with gay slurs, but critics said New Jersey's flagship public university still has more explaining ? and maybe some more firing ? to do.

A group of 13 faculty members Wednesday demanded that university President Robert Barchi resign for his "inexcusable handling" of the situation.

Alumni, lawmakers and a gay-rights group are among those calling for an investigation into why university officials took months to fire Rice after getting the video from a former basketball program employee in a scandal that touches on two long-standing issues on campus: the role of sports and the treatment of gays.

"If the roles were reversed and this was a professor and not a coach and this was a student in the classroom as opposed to a collegiate player this would be completely different. You wouldn't say, 'This was a first offense,'" said Glenn Articolo, a radiologist who lives in Marlton and a 1991 Rutgers graduate. "There's not a single employee at Rutgers University from the President to the janitor who wouldn't be dismissed immediately. It seems there's a double standard when it comes to the basketball coach or the football coach."

Some alumni say athletic director Tim Pernetti should also be dismissed and some are questioning what Barchi knew, and when.

In a statement Wednesday, Barchi, who took office in September, said he was told of the video in November and agreed that it would be appropriate to suspend Rice, fine him and send him to anger management counseling. But he said it was after he saw the video this week that he decided Rice should be fired.

Pernetti also issued a statement Wednesday but he and Barchi were not made available to answer reporters' questions.

Assembly Speaker Sheila Oliver, a Democrat who spoke about the topic on several radio and television shows Wednesday, is calling for legislative hearings on the details.

The gay-rights group Garden State Equality also called for an investigation.

Much of the anger over the university's handling of the situation came because Rice was not fired until after the public saw the video.

"Why did they fire him? Just because the tape came out?" asked Jim Walton, a 1980 Rutgers graduate who is now a compliance and ethics manager in Philadelphia. "They already knew the truth. If he should have been fired today, he should have been fired a long time ago."

For years, some at Rutgers, a long-time also-ran in major sports, have been debating whether it's been worth it to spend more money and put more focus on trying to elevate the university's football and men's basketball programs.

The university has also dealt with how gay students are treated since Tyler Clementi, a freshman there, killed himself in 2010 days after learning his roommate had used a webcam to see him kissing another man. The roommate spent 20 days in jail last year after a jury convicted him of bias intimidation and other crimes in a case that sparked policy changes to try to make Rutgers friendlier to gay students.

"After the suicide of Tyler Clementi, I thought my alma mater would take the use of gay slurs by any member of the Rutgers community ? students, faculty, administrators, or coaches ? seriously," said Debbie Hadley, a 1991 Rutgers graduate who is a naturalist in Jackson. "Clearly, Tim Pernetti did not. And yes, I believe he should be fired, too."

Some students agreed that the coach needed to be ousted.

Alison Coopersmith, an 18-year-old first-year student majoring in political science said that if gay slurs are not tolerated by students, they shouldn't be tolerated by professionals, either. "It's worse when they're in a position of power," she said.

But on campus, not everyone was up in arms Wednesday.

Taylor Akers, a 19-year-old sophomore pre-med major, said Rice should not have been fired. "That happens all the time," he said.

Navidea cancer imaging agent may see wider use

(Reuters) - Navidea Biopharmaceuticals Inc said its cancer diagnostic agent was effective in identifying the first lymph node reached by the disease in patients with head and neck cancer, paving the way to expand its use in all solid cancers.

The company said a safety monitoring committee recommended that the trial be stopped early due to the positive results.

The diagnostic agent, Lymphoseek, correctly identified cancer in 38 of the 39 patients determined to have cancer in their lymph nodes, the company said, citing an interim analysis of a late-stage trial of the imaging agent that is already approved for use in two other cancers.

The company said detection of cancer-affected nodes by Lymphoseek led to the removal of only about four lymph nodes per patient on an average, while surgery ? considered the gold standard to detect the spread of cancer ? led to the removal of about 38 lymph nodes per patient.

The false negative rate of the study was 2.56 percent, which was also statistically significant, Navidea said.

The company expects to file an approval application for the expanded use of Lymphoseek later in the year.

Lymphoseek was approved in March - the first such drug to be approved in 30 years - to identify cancer-carrying lymph nodes in patients with breast cancer or melanoma.

The agent will be launched in the second quarter by drug wholesaler Cardinal Health, Navidea's commercial partner.

The company also intends to get it approved for mapping sentinel lymph nodes, the first nodes affected by cancer and which indicate whether the cancer has spread to other parts of the body. There is no approved agent for this indication.

Navidea is also developing two other imaging agents to detect Alzheimer's disease and Parkinson's disease.

The company's shares, which have fallen 26 percent since Lypmhoseek's approval, closed at $2.55 on the American Stock Exchange on Wednesday.
