Diplomat: UN to vote on Syria peace plan

A U.N. diplomat revealed the Security Council agenda Friday on condition of anonymity because he was not authorized to be quoted by the media.

The move toward a vote came after Secretary of State Hillary Rodham Clinton spoke by telephone with Russian Foreign Minister Sergey Lavrov in an effort to overcome Russian opposition to any statement that explicitly calls for regime change or a military intervention in Syria.

The U.S. and its partners have ruled out military action but want the global body to endorse an Arab League plan that calls on President Bashar al-Assad to hand power over to Syria's vice president.

Russia's deputy foreign minister, Gennady Gatilov, said Friday that Moscow could not support the resolution in its current form. But he expressed optimism that an agreement could be reached, according to state news agency RIA Novosti.

"UN Security Council is set to meet 9:00 a.m. (EST) Saturday," Britain's U.N. mission announced on Twitter on Friday. "Plan is to vote on Syria resolution." Other missions confirmed the announcement but reports of the meeting time.

Estimated 5,400 deaths
Assad's regime has been intensifying an assault against army defectors and protesters. The U.N. said weeks ago that more than 5,400 people have been killed in violence since March. Hundreds more have been killed since that tally was announced.

Syrian activists Friday said an evening assault by government forces in the central city of Homs killed 200 people and wounded hundreds.

Two main opposition groups, the British-based Syrian Observatory for Human Rights and the Local Coordination Committees, said the death toll in Homs was more than 200 people in shelling that began late Friday. More than half of the killings ? about 140 ? were reported in the Khaldiyeh neighborhood.

"This is the worst attack of the uprising, since the uprising began in March until now," said Rami Abdul-Rahman, the head of the Observatory, which tracks violence through contacts on the ground.

The reports could not be independently confirmed.

The Syrian government denied it bombarded Homs and blamed the deaths on unspecified gunmen, Sky News reported.

Early Saturday, an Al Arabiya news correspondent said the Homs death toll rose to 337. The Syrian Media Center reported a huge explosion took place in Hama close to the border entrance of Halab, Al Arabiya said.

It was not immediately clear what precipitated the Homs attack, but there have been reports that army defectors set up checkpoints in the area and were trying to consolidate control.

Earlier on Friday, deadly clashes erupted between government troops and rebels in suburbs of the Syrian capital and villages in the south, sparking fighting that killed at least 23 people, including nine soldiers, activists said.

Assad is trying to crush the revolt with a sweeping crackdown that has so far claimed thousands of lives, but neither the government nor the protesters are backing down and clashes between the military and an increasingly bold and armed opposition has meant many parts of the country have seen relentless violence.

Embassies stormed
Protesters stormed Syrian embassies in Berlin, Cairo and London late Friday.

In Berlin, about 30 people broke in and destroyed a portrait of Assad and trashed the embassy building, Die Welt said.

The BBC reported about 150 people stormed the embassy in London, and five people who gained entry were arrested. Embassy windows were reportedly smashed and demonstrators say police "kettled" people and prevented them from leaving.

Anass Toma, a Syrian MBA student, told the BBC he attended the Belgrave Square protest over the "massacre" in Homs.

"People are angry. I'm worried about the situation back home. I've been in London two years but I'm Syrian, from Aleppo," he said.

In Kuwait, demonstrators stormed into the Syrian Embassy compound on Saturday, breaking windows and hoisting the flag of the opposition, witnesses there said. They spoke on condition of anonymity because they were not authorized to talk to the media.

They said there were no serious injuries at the embassy, where protesters ripped down the Syrian flag. Police later cleared the area and blocked roads.

Protests were also reported in Athens, Greece; Istanbul, Turkey; and Madrid, Spain.

Saturday protests were announced for Sidney, Australia; Montreal, Canada; and New York.

Europe freeze kills 89, fears rise over Russian gas (Reuters)

KIEV/BELGRADE (Reuters) ? Record-low temperatures in parts of Eastern Europe pushed the death toll from Arctic conditions to at least 89 people Wednesday, and have forced Russian gas provider Gazprom to warn over supplies to Europe.

Europe had enjoyed a relatively mild winter up until last weekend when a Siberian system swinging in from the east brought that to an abrupt halt.

A source at Russian gas export monopoly, which supplies a quarter of Europe's gas imports, said it was getting more requests from export markets than it could physically accommodate as demand from Russia spikes.

"Despite increasing gas consumption in Russia due to heavy frosts, Gazprom continues implementing its contractual obligations to European clients," it said.

In Ukraine, 43 people have died in the past five days, its emergency ministry said, as the former Soviet republic shivered through its coldest winter in six years.

Overnight temperatures sank as low as minus 33 degrees Celsius (minus 27 Fahrenheit) and hundreds of heated tents have been put up to shelter the homeless.

"They say the whole February will be cold, and the first half of March, so we have to get ready for this somehow," said Viktor, who is living on the streets of Kiev.

European weather alert network Meteoalarm (www.meteoalarm.eu) warned of "extremely dangerous" conditions in several parts of eastern Europe, including Serbia, where a fourth person was found dead overnight in the southwestern Suvobor mountains.

And as temperatures plunged in Albania, the state ombudsman helped move 15 families from the Roma community into his office in Tirana after they were evicted from a suburban area.

"This is an emergency solution. We could not have left these citizens under the sky in this icy weather," said Igli Totozani, the ombudsman. "They will not leave until we find a solution."

Small radiation amount 'could have' escaped plant (AP)

LOS ANGELES ? A tiny amount of radiation could have escaped from a Southern California nuclear power plant after a water leak prompted operators to shut down a reactor as a precaution, but plant workers and the public were not endangered, officials said Wednesday.

The leak was detected Tuesday afternoon in Unit 3 at San Onofre Nuclear Generating Station, about 45 miles north of San Diego. The seaside plant was taken off line while investigators tried to determine what happened.

While the leak wasn't large enough to require the plant to declare an emergency, any possible leak of radiation into the atmosphere is rare. Also concerning was that "many" tubes that carry pressurized radioactive water were damaged, according to a spokesman for the Nuclear Regulatory Commission.

The tubes are part of equipment that is virtually new, having been installed in 2010.

"The damage that they have found to many other tubes is unusual, and they are attempting to identify the reason," NRC spokesman Victor Dricks said.

News of the possible release of radioactivity was slow to emerge. Shortly after the incident, Southern California Edison issued a statement saying, "There has been no release to the atmosphere."

On Wednesday morning, however, Dricks said a small amount of radioactive gas "could have" escaped from a building that houses auxiliary equipment.

When asked, Southern California Edison spokesman Gil Alexander did not directly address why the plant used the language it did. He emphasized the relatively minor nature of the incident.

"I can't speak for the NRC but we would agree that there might have been an insignificant or extremely small release," Alexander said. He said the amount might not be detectable by monitors.

Dricks agreed, saying the radiation "would not pose a danger to anyone." The NRC was evaluating the plant's response to the leak, he said.

In November, nuclear watchdog and environmental groups criticized plant operators for taking more than an hour to notify the public of an ammonia leak in a storage tank that prompted the evacuation of some workers. There was no danger to the public, the company said at the time.

The Unit 3 reactor returned to full power in February 2011 after it was refueled and its two aging steam generators were replaced. The plant's other reactor, Unit 2, had similar work. The total retrofit cost more than $670 million.

Daniel Hirsch, who lectures on nuclear policy at the University of California, Santa Cruz, said he was concerned that the problem occurred with recently installed equipment.

"Edison has historically not been candid about the problems at San Onofre. That lack of transparency causes tremendous distrust and increases risk," Hirsch said.

"It makes one wonder about the quality assurance for the replacement equipment," he added. "This is not due to old equipment breaking but new equipment that wasn't up to snuff in the first place."

The latest leak occurred in one of thousands of tubes carrying radioactive water from the plant's reactor. The leak was initially estimated at a rate of 85 gallons a day ? an amount about half of what would require the plant to shut down. Alexander said the rate of the leak was "much less," but did not provide a figure.

It's not clear what caused the pipe to fail, or whether the company was facing an isolated break in a single alloy tube or a manufacturing defect that might be at issue elsewhere in the massive plant tube system.

Dricks said radioactive gas that leaked from that tube in the plant's steam generator was vented into the auxiliary building. The radiation was detected by monitors in that building, which is separate from the sealed structure that houses the reactor.

Because the auxiliary building is not sealed ? people come and go through doors ? it's possible radiation escaped into the atmosphere.

Each steam generator can contain as many as 16,000 tubes, each about 0.75 inch in diameter. The hot, pressurized water flowing through the tubes heats non-radioactive water outside the tubes. The resulting steam is used to turn turbines to make electricity.

According to the NRC, the tubes have an important safety role because they represent one of the primary barriers between the radioactive and non-radioactive sides of the plant. If a tube breaks, there is the potential that radioactivity from the system that pumps water through the reactor could escape into the atmosphere.

Alexander said he could not confirm any additional damage to other tubes, pending an inspection of the equipment.

U.S. Rep. Ken Calvert, whose district includes the San Onofre plant, said his office was notified about the leak about three hours after the precautionary shutdown. The first word came from federal regulators through email, followed by the company five minutes later.

Calvert said he was satisfied with the response but was troubled by new equipment failing.

"Obviously there's something wrong here. They need to get to the bottom of it," he said.

The plant is owned by Southern California Edison, San Diego Gas & Electric and the City of Riverside. Southern California Edison serves nearly 14 million residents with electricity in Central and Southern California.
